This document includes the capability maturity model and six elements of infrastructure focused on the equal employment opportunities process.

The capability maturity model describes a maturity curve on these capability levels: INITIAL, which includes ad hoc/chaotic processes such as policies being non-existent; REPEATABLE, which includes intuitive processes such as compliance of company policies and HR legal requirements; DEFINED, which includes qualitative/quantitative processes such as compliance and monitoring of company policies; MANAGED, which includes quantitative processes, including monitoring and updating of company policies; and OPTIMIZING, which includes continuous improvement processes such as strategies including continuous monitoring and updating of company policies.

The Capability Maturity Model (CMM) is a framework that describes an improvement path from an ad-hoc, immature process to a mature, disciplined process focused on continuous improvement. The CMM defines the state of a process using a common language that is based on the Carnegie Mellon Software Engineering Institute Capability Maturity Model. The Six Elements of Infrastructure (Six Elements) is a useful tool for categorizing issues, understanding where problems are occurring within the organization, and drawing conclusions to form the basis for recommendations.
