This flowchart provides suggested steps for the implementation of the Consolidated Omnibus Budget Reconciliation Act of 1985 (COBRA).
In this sample, if an organization is subject to COBRA, the compliance commission/HR should create a group health coverage program that includes COBRA. The board of directors should then approve the health coverage program and any additional details exceeding COBRA guidelines. Once the program is approved, rules/guidelines and rights under COBRA should be communicated to employees and beneficiaries and all beneficiaries should sign documentation acknowledging they received the initial COBRA notice.
